English as a Second Language
The goal of our English as a Second Language (ESL) program is to enable emergent bilingual students for whom ESL is the appropriate program, to become competent in the comprehension, speaking, reading and writing of the English language through the integrated use of second language methods. The ESL program will emphasize the mastery of English language skills, as well as the content areas of mathematics, science and social studies. All, as integral parts of the academic goals for all students, allowing emergent bilingual children to participate equitably in school. The basic curriculum content of this program follows the Texas Essential Knowledge and Skills (TEKS), as required by the state.
Bilingual Education
Rice ISD began implementation of a bilingual program in 2023/2024 beginning with the pre-kindergarten class. Transitional bilingual/early exit is a bilingual program model in which students identified as English learners are served in both English and another language and are prepared to meet reclassification criteria to be successful in English-only instruction not earlier than two or later than five years after the student enrolls in school.

English Language Proficiency Standards (ELPS)
The English Language Proficiency Standards (ELPS), as required by 19 Texas Administrative Code, Chapter 74, Subchapter A, §74.4, outline English language proficiency level descriptors and student expectations for English language learners (ELLs). School districts are required to implement ELPS as an integral part of each subject in the required curriculum.
Summit K12
Rice ISD utilizes Summit K-12 as a resource for emergent bilingual students. Summit K-12 is an online standards based curriculum that assists in closing gaps and ensuring growth for all students.
